Something touched under the hood and blew my ecu fuse.I replaced it and started the car up and it will not rev over 3500..Straight limp mode...Its throwing code 16 fuel injection system. Is there a way i can repair the ecu or is it trashed? It is chipped but i cut j1 to return back to stock before this happened. It will still do it chipped too.

One long blink and 6 short faded blinks. The cel is acting as if it did not have enough power to blink.Or something is shorted.

I did plug in another ecu and it works fine.

there are very few parts that are externally protected for faults in between a P28 and the sensors/loads on the engine. So if a short occured in the right wiring it will damage the ECU. But there are very few parts in an ECU that are not replacable.
First and most importantly, double and triple check all your wiring in the engine bay, if it happened once it will happen again.

If you can solder well post which part you think is damaged and we can help you out. Or post a high res picture of the ECU so we can help.

If you can't solder get in touch with someone locally that can.

If you can't find anyone locally that can solder, there are many of us on here that can help you out if you're willing to part with the ECU for a little while due to shipping time.

Here's the link to the ecu.The black marking are from a marker.
It does not smell burnt, and there's nothing blown that i can see by eye.

which wire grounded out? that will help diagnose what the problem may be.
first impressions of the pics, cleaning up the solder job around the chip is a must. ZIF in a DIP socket may create problems at times also.

where in the world are you? someone local to you may be on here and they would be able to help you out faster...

I live about 50 miles north of Houston Texas. It was a green and black wire on the back of a obd2b civic harness.Under the intake manifold..The car did have a h22 in it but was swapped back to a sohc.My friend bought a sohc ex stock harness to put back in it.The wire's did not have a plug on it.I get free fedex overnight.

So any help will be greatful.
