SRS light blinks when pulling CEL codes

When I jump the little connections to check my CEL code, instead of the CEL light blinking, the SRS light blinks non-stop. It just flashes on and off. I tried multiple times and each time, the SRS light blinks instead of the CEL.

This is a 95 Honda Civic EX
The connector I am jumping is blue with a green boot.
On the same wire loom is another connector with three contacts and is encased in some foam tape. I'm pretty certain I am jumping the right connector.

Anyone know how I can check my codes?

When you jumper that little harness, it's not just CEL codes that get displayed. The ECU checks all the diagnostic systems and reports the error.

So your SRS light is flashing because there is an SRS trouble code. You need your SRS system to be checked. I assume the SRS stays on while you are driving?

Also, if the CEL goes OUT while the SRS is flashing, you don't have an additional CEL code. However, if the CEL also FLASHES or STAYS ON when the SRS is flashing, then it means you have a CEL code as well as an SRS code.

Unfortunately, you can't do anything about SRS codes. You won't be able to decipher them because they aren't listed anywhere for safety's sake - you have to get it professionally checked out.
