My Accord doesn't even start with it, it is MT and my car is an auto so couldn't work.

Sorry, that's not the reason. The auto/manual designation and configuration differences have nothing to do with the engine actually running. The .bin is either misconfigured and causing a solid CEL type malfunction, or the Jumpers on the ECU are misconfigured.

isn't it a problem that this bin is p28 base? not p13? how can this possibly run in a p13 ecu without the coding for the iab and egr?

that isn't even remotely CLOSE to a H22 rom. It is indeed a P28 base and the contents of the ROM are totally bogus.
