The OBD0 VTEC ECU's are the PR3 and the PW0. These ECUs ran the B16A1 in OBD0 cars from 89-91. There is no code interchangeability between the two ECU's.
They use a crystal that operates at 7.900 MHZ
These ECUs presently arent getting much love from the development folks.
